News in Brief: The Philippines

A condom promotion program established by the Philippine government to thwart the spread of HIV infection was called "irresponsible and immature" by the country's most prominent Roman Catholic leader. Cardinal Jaime L. Sin of Manila said the new government policy may be a viable "short-term" solution, but "we close our ears to the voice of morality only at our peril." Sin's reaction emerged as President Fidel Ramos disclosed the formation of a national AIDS council and proposed a foundation to assist AIDS patients.
