Congress is again seeking to censor Internet content.

The Child Online Protection Act, H.R. 3177, restricts the distribution of commercial material on the Internet that may be considered harmful to minors. This bill has many provisions that are similar to parts of the Communication Decency Act that were deemed unconstitutional. The American Civil Liberties Union and Electronic Frontier Foundation are concerned that the bill may limit opportunities to educate teens about HIV. Another concern is that since this bill is so broad, it may be misinterpreted.
