In September 2012, the Guam Department of Education received the first $416,000 in annual funding from a three-year US Department of Health and Human Services grant, which it will use to fund the new Personal Responsibility Education Program (PREP). The program hopes to raise awareness and improve the department’s capacity to deliver information to students and teachers on the topics of STDs and teen pregnancy. According to CDC statistics for 2011, 128 teens between the ages of 15 and 17 became new mothers in Guam. PREP is funding three programs that intend to help lower these statistics: Safer Choices and the Teen Outreach Program are sex-education curricula, designed by the Advocates for Youth organization, that focus on sexual health and promote adolescent health best practices; and Making Proud Choices! empowers adolescents to change their behavior in ways to reduce their risk of unwanted pregnancies and HIV or other STD infections.
