Los Angeles county has been denied $1 million in its annual federal AIDS
funding this year because county health authorities were too slow to
distribute the $4.5 million in last year's allocation, officials of the
AIDS Health Care Foundation alleged. The money was distributed under the
Ryan White Comprehensive AIDS Resources Emergency Act, said the
foundation's officials. Robert Frangenberg, head of the county AIDS
office, recognized the county did not receive its total request under the
program this year and conceded that distribution of last year's
allocation was delayed for many months. However, he said the delay did
not cause the reduction of funds. In addition, he denied that the delay
was a result of mismanagement.
