When announcing his pledge to find an AIDS vaccine by 2007, President Clinton likened the challenge to John F. Kennedy's 1961 vow to put a man on the moon. "He gave us a goal of reaching the moon, and we achieved it ahead of time," said Clinton at this year's commencement ceremonies at Morgan State University. "Today, let us look within and step up to the challenge of our time, a challenge with consequences far more immediate for the life and death of millions around the world." Under Clinton's plan, the National Institutes of Health will establish a new vaccine research center. Yet, many AIDS activists say the new facility will only centralize AIDS research, not increase it. "We applaud the president's commitment but stress that this project will require a large infusion of federal money, which must not be siphoned from other programs that support people with HIV and AIDS," said Winnie Stachelberg of the gay lobbying group the Human Rights Campaign.
