Critics say that efforts to create a successful AIDS vaccine have been hampered by several factors. These include bureaucracy at the National Institutes of Health, the pharmaceutical industry's concern about whether AIDS vaccines will generate profits, AIDS advocates who do not emphasize the importance of vaccines, safety concerns about vaccine testing, and funding. The Walter Reed Army Institute of Medicine had its budget for AIDS vaccines slashed by almost $21.3 million, and until recently, only 8 percent of the United States' $1.8 billion AIDS research budget was spent on vaccine development.
