Senate Votes to Restrict Military Aid to Malaysia

Among the issues in an $18 billion foreign operations spending bill on track for Senate approval as early as today is a proposal by Sen. Mike DeWine (R-Ohio) to increase funding for AIDS in Africa and Caribbean nations by $289 million. If approved, the proposal would raise next year's funding to $2.4 billion. President Bush pledged to contribute $15 billion in the next five years during his State of the Union address. Bush sought $2 billion for fiscal 2004. The House has approved about $2.1 billion, an Appropriations Committee aide said.
