Los Angeles Times (09.07.07) - Friday, September 07, 2007

By a 21-18 vote Thursday, the California Senate approved legislation that would require prison officials to allow public health agencies and nonprofit groups to distribute condoms and dental dams to inmates. Sen. Mark Ridley-Thomas (D-Los Angeles) said the bill would help fight the high rate of HIV infection among prisoners. But Sen. George Runner (R- Lancaster) said, "It seems incredibly inconsistent for us to say that this behavior is not acceptable in prisons and then to provide devices to assist in that behavior." A similar bill was vetoed last year by Gov. Arnold Schwarzenegger; however, supporters of the current measure feel they have addressed the governor's concerns, and they are hopeful he will sign the legislation.
