South Africa's continuing level of new HIV infections, despite
education and prevention campaigns, is worrisome, US Rep.
Donald Payne (D-N.J.) said Friday on a visit to the country.
"The concept of abstinence would have been an ideal message
targeted at the youth," he said, but the current "ABC"
approach - stressing abstinence, being faithful, and using
condoms - was failing to resonate with many people. Payne, who
chairs the House subcommittee on Africa and global health, was
in South Africa on a fact-finding mission to identify areas
for cooperation between the Obama administration and that of
newly elected President Jacob Zuma. "The two new
administrations have a lot to explore," Payne said.
