CALIFORNIA: Laying Down the Laws

With the coming of the new year, a number of recently enacted laws are now in effect in California. Among these, AB 499 allows children ages 12 and older to seek, without parental consent, medical care to prevent STDs; this includes vaccination against human papillomavirus, the cause of most cervical cancer cases. AB 604 permits the state Department of Public Health to allow a two-year needle-exchange program in any location the department determines to be at risk for the rapid spread of HIV, viral hepatitis or other dangerous diseases.
