Lt. Gov. Anthony G. Brown (D) today is expected to outline several financial incentives he says will address health disparities in the state. "Maryland has world-class hospitals, top medical schools, and one of the highest rates of primary- care physicians per capita, and yet we continue to see disparities in health care and outcomes among Maryland's racial and ethnic communities," Brown said. His proposals, which include creating health care zones with tax breaks and other incentives for providers operating there, are based on a study by the Maryland Health Quality and Cost Council Disparities Workgroup; its leader is E. Albert Reece, dean of the University of Maryland School of Medicine. Though one of the richest states, Maryland continues to experience high rates of infant death, STDs, and kidney disease among its minority residents.
