Last Tuesday, Los Angeles City Council voted 11 to 1 to adopt a proposed ordinance that will tie adult film permits to condom use in the films; however, Council needed a super majority (12 votes) to adopt the measure at that meeting. Council voted on the measure at today's meeting in which they only needed a simple majority--8 votes--to pass the ordinance. The measure passed in a 9 to 1 vote.

City Attorney's lawsuit to block measure from the ballot LOS ANGELES - In a historic move today, the Los Angeles City Council voted to adopt a measure that will tie film permits to condom use in adult films. During last Tuesday's City Council meeting, the Los Angeles City Council voted to adopt a proposed ordinance, the 'City of Los Angeles Safer Sex In The Adult Film Industry Act,' a ballot initiative that has recently qualified to be placed on the June 5, 2012 election despite legal action by Los Angeles City Attorney Carmen Trutanich to block the measure from appearing before City voters on the ballot. However, the Council needed a super majority (12 votes) to adopt the measure at that meeting. The ordinance returned to the Council for a vote during today's meeting in which it needed only eight (8) 'yes' votes to be passed into law. The measure was officially adopted today after receiving 9 'yes' votes.

AIDS Healthcare Foundation (AHF) spearheaded the ordinance and in early December, adult film safety advocates submitted over 70,000 Los Angeles voter signatures--far more than the 41,000 needed to qualify the measure for election. In a January 3, 2012 letter, June Lagmay, Los Angeles City Clerk, certified the signatures and recommended that City Council either "...adopt the proposed ordinance, without alteration," outright or "submit it" for the "regularly-scheduled State Primary Election" set for June 5, 2012, which will be conducted by the County of Los Angeles.
