About 3 weeks ago I was giving my partner a blowjob. He has HIV but it is undetectable. I only realised after we had finished that I had a cut in my mouth when I went to the bathroom. What are the risks here?

There are no good statistics to quantify the risk. Best said, it is very low but not impossible. I would recommend you obtain the HIV antibody test and again at 12 weeks. There are alleged reports of people acquiring HIV with this being the highest risk activity, but these are very, very rare.
And do consider for the future, how it will be if you continue performing fellatio on him--if you will become excessively anxious about it all the time.
