OBJECTIVE: An effective and coordinated HIV/AIDS health promotion (HP) initiative within the settings of overseas American worksites, schools and community groups utilizing: 1) a networking of activities between governmental and NGO groups; and 2) periodic surveys of knowledge, attitudes and beliefs to assess effectiveness.
METHODS: A cooperative effort was established between the American Red Cross and military organizations (MOs) to strengthen HIV/AIDS HP activities in Europe. The Red Cross provided Instructor Training, advanced training materials and evaluation expertise; the MOs provided qualified Instructors, Public Health consultants and a population of nearly one million for HP in worksites, community groups and schools. Monitoring and evaluation of program delivery and effectiveness was performed.
RESULTS: Initial surveys documented that arriving cohorts of individuals from the United States demonstrated no significant change in knowledge and attitudes from 1987-1990, in spite of previous extensive education efforts, including exposure to mass media presentations. Misconceptions persisted among 10-45% of populations surveyed regarding different non-transmission factors for HIV infection, though most individuals (91%) correctly identified risk behaviors associated with transmission. Seven percent of the population surveyed considered themselves at risk of infection.
CONCLUSION: The collaboration between NGOs and MOs is a model for the expansion of effective health promotion, based on quality training of large numbers of instructors, and monitoring of program coverage, efficiency and future needs.
