OBJECTIVE: To develop a framework for AIDS Education Programs among women in Canada to guide the federal government's action on education and prevention and serve as a basis for continuing discussion and planning with partners for future initiatives.

METHODS: A background paper outlining issues on women and AIDS has been prepared and distributed to government and non-government organizations who have an interest in women and HIV. Meetings and discussions were held across the country with more than 80 organizations to 1) have their reaction on the discussion paper; 2) know what were the programs and initiatives being undertaken or planned in each community, and; 3) define the needs and priorities for improving availability and effectiveness of women and AIDS prevention.

RESULTS: Consideration has been given to develop an overall philosophy, specific principles, a model for action on prevention and education and a plan for action that might provide a good basis for the development and delivery of HIV programs and services for women and recognize the particular needs of women.

DISCUSSION AND CONCLUSIONS: Knowledge and data, materials, tools, resources and skills, supportive environment and coordination are the four broad categories of action, all of which are necessary for a comprehensive and integrated prevention approach for women.
