OBJECTIVE: To describe and analyse degree of integration of various structures and operational realities of the Zambian AIDS Prevention and Control Programme (NAPCP) within Ministries and Non-Governmental Organisations (NGOs) at national, provincial, district and community levels. METHODOLOGY: Key variables identifying vertical and horizontal approaches in health care planning, organisation, implementation and sustainability were measured against the structures and operational realities of the NAPCP.

RESULTS: TABULAR DATA, SEE ABSTRACT VOLUME. DISCUSSION AND CONCLUSION: The findings show that each level has horizontal and vertical elements reflecting an NAPCP, horizontal within the Primary Health Care (PHC) structure and vertical in a number of operational aspects. The difficulties to implement PHC over the last ten years (concept-, management-, and finance-wise) ensured that a new programme such as NAPCP with external funds, staff and independent financial structures easily over-whelmed the existing structures. After the initial two years of implementing the NAPCP, it is now realised that the NAPCP can in fact be utilised to revive and strengthen PHC structure in order to safeguard sustainability of both. NGO's operate more in a vertical way but through coordination complement the Programme activities.
