ISSUE: Interagency partnerships at the level of national government, UN agencies and international NGOs are essential for HIV/AIDS prevention strategies in Eastern and Central Europe. DESCRIPTION OF PARTNERSHIP: The partnership formed in June 1991 between the Romanian Government, UNICEF and ACET successfully established a national intersectorial "train the trainer" model for HIV health education in Romania. This presentation will identify the facilitating factors. Each partner functioned in its normal role. The Romanian Government approved the programme and provided access to facilities and personnel, UNICEF the financial support and advice, ACET extensive HIV/AIDS experience, technical assistance and the administrative base. The mix of professional skills, and human and technical resources provided a programme with great impact at national and local level.

RESULTS: The partnership's success prompted the November '92 ACTION NOW conference on HIV/AIDS prevention in Eastern and Central Europe. This confirmed the great need for such partnerships. We believe this experience can be repeated and will provide an effective framework for HIV/AIDS health education.
