PROBLEM: Both public and private health systems prevent AIDS prevention and assistance. Official policies, the present assistentialist health scheme, labour conditions for health professionals, prejudices, impeach the implementation of efficient measures.

HYPOTHESIS: The development of social network, integrating the community in the definitions, planning and management of health measures, may contribute to a redefinition of public policies concerning AIDS.

METHOD: Tapping existing community resources through: a) Training of Health Promotors, chosen among members of the deeper-rooted community institutions (schools, health units, community organizations, etc.). b) Definitions of health strategies. c) Implementation of a preventive and assistential network. d) Articulation between the network with the Health System and other State institutions.

OUTCOMES: The "AIDS Urgence" scheme was used in 7 cities. The outcomes were: a) Network development, increased in community initiatives and actions. Increase in volunteer participation. b) Resistance to the changes suggested by the network was noticed both in public-policy maker institutions and in health professionals charged to design specific actions.

CONCLUSIONS: In order to overcome their limits, public policies should integrate community network in the design and implementation of AIDS prevention strategies.
