The implementation of anti-gay legislation shows that all homosexual activities could be punished by law. A list of 7 articles of the Russian Penal Code is cited, the concrete secret instructions of Health Ministry and Police Headquarters are used. The police pink lists on homosexuals are analysed in conjunction with concrete criminal cases. Real practice of initiating criminal cases and holding investigations is summarised on the base of questionnaires of victims and interviews with police officers and physicians responsible for implementation of this legal norm. Social consequences for convicts after their release include housing and job problems, some deprivation of civil rights. Special attention is payed to discrimination (including legal) of HIV-positives and people with AIDS.
