INTRODUCTION: GPA/WHO has developed a core set of global indicators to assess the progress of HIV prevention activities and methodologies to measure them. One key area is the monitoring of the extent to which STD control is being realized.
METHODS: A draft protocol of a Health Facility Survey to assess appropriateness of STD case management has been developed for use by National AIDS Programmes (NAPs). Data collection methods consist of direct structured observation, interviews and record review. A sample of 30-50 private and public health facilities is suggested for a given geographical area. COMPARATIVE RESULTS of observations and interviews in Honduras, Cote d'Ivoire and India will be presented. Health care providers take appropriate STD patient history 74 to 90% of the time while 13 to 55% perform a complete physical examination. Instructions were given on partner notification in 58 to 90% of encounters. Advice on condom use was provided by 43% of the health care providers in Honduras, 17% in Cote d'Ivoire and less than 30% in India. Implications of each method and usefulness of data for STD/AIDS Programme improvements will be discussed.
