The fundamentals of struggle against the HIV have to determine the main goal - to achieve positive results. For such strategy the main principles aimed at prevention of this disease spreading should be worked out. During the period of observation (1987-1995) in Ukraine were registered 1127 HIV-infected and sick persons, including 224 foreign citizens. The number of HIV-infected people increased on 35% annually. But in 1995 HIV virus introduced into the drug addicts' surroundings. That is why the number of infected persons for first 10 months of 1995 was 5 times more than in 1994. During this period 729 persons were infected. Fell ill 64 people, 22 of them including 5 children died. To prevent spreading of this disease, the national programme of AIDS prophylactics should be worked out on the minimal term of 2-3 years. This programme should include such principles as: general principles; medical, juridical and psychosocial problems of HIV/AIDS; informational and educational measures; management and ways of programme carrying out.According to this, HIV/AIDS prophylactics should be determined by moral code and human life value. The human rights code should guarantee the respective attitude to the different ethnic groups. Ethics should determine the general ways of human behaviour according to the progress in human and social health. The AIDS has been known for the last ten years. In our country this problem has been studied only for the last five years. To prevent infection people should avoid occasional heterosexual or homosexual contacts and contacts with drug addicts. If it happens people should use mechanical contraceptives and in the case of necessity use only syringes of single usage.The Human Rights Law should determine the main values of human kind, granting different rights and freedoms to everyone. It is necessary to change the present laws, to give up the politics of total blood testing (besides the obligatory test of donors blood), to introduce testing based on peoples assent and providing confidentiality. That is why according to main principles of state policy and under the aegis of the WHO Global programme Ukraine should coordinate its activities with international organizations such as UN, WHO, UNESCO, UNICEF and others.
