The process was: reading of corpus, specifying of frecuency of concept appearance, separation and clasification by theme-ideas; identification of argumentative strategies and grammar figures for the interpretative analysis.

They are determined 70 actions but the author involve himself only in the 18,5% of them In the actions were the character a government institution is observed a pasive position. Theme-Ideas:*The epidemic situation in Argentine: The argumentative strategies are:the place of the HIV/Aids situation in Argentine was not important and it was blamed the Menem government because of there were lack of actions. The HIV/Aids appeared as enemy with subjetive status and he speaks about HIV/Aids making use of military metaphors.*Actions of Gobernment about HIV/Aids: there are only 4 actions: diffusion, preventive action, subsidys, medicaments access; however he establish it is necessary urgent meassures but he didn't say which that meassures and who would carry out them.
