Lomas de Zamora's district is one of the most populous of the suburb of Buenos Aires city, Argentine. Its population is mainly lower class and it is one of the districts which has the highest number of cases of AIDS. Local government has organised a preventive programme for community actions developed by promoters. These promoters are people from the most poor neighbourhoods which are being trained on human rights, prevention of AIDS, popular education and Communitary work. The management team, an interdisciplinary group of professionals, articulates people's needs with government politics. They are responsible for the promoter's training and the programme's evaluation. Promoters explain people about AIDS, give away informative brochures and preservatives, working with several social communication techniques: dramatisation of situations, discussion groups, posters. They have worked with about 12.000 persons. Promoters became an important reference in their neighbourhoods and they are being permanently consulted about AIDS preventive problems, discrimination problems and about health institutions. The most important goal achieved is having organised a Communitary net for people related with AIDS.
