Strategies for action (sfa) principles: lessons in scaling up community-based responses to hiv/aids from the work of actionaid in Uganda.

ISSUES: This work is based in the experience and recognized potential for effective and sustainable AIDS control interventions based in the efforts of local communities. Such communities have unique opportunities to understand and respond appropriately to the felt needs, and to mobilise local resources and systems for effective yet inexpensive intervention delivery. ActionAid's input into these partnerships includes opportunities for global resource mobilisation, and deployment of technically competent people to support programme development, implementation and management.

DESCRIPTION: ActionAid, an international development agency working with some of the poorest communities in Africa, Asia and Latin America to overcome poverty and the injustices that cause it, supports AIDS control interventions in recognition of the inter-linkages between poverty and AIDS. The support work in Uganda has over the last 10 years reached over 120 local agencies with facilitation to intervention development and implementation, and capacity building for local partners in intervention delivery and institutional growth. Lessons: Providing for monitoring and reflection has facilitated programme learning, and flexibility to make adjustments in programme structure and implementation processes according to contextual reality. Advocacy and promoting networking are recent approaches in SFA for greater and co-ordinated response from broader civil society and local government agencies; and promotion of learning and sharing good practices. The experiences in Uganda have contributed to the start up and functioning of similar SFA programmes by ActionAid in nine other African countries.

RECOMMENDATIONS: Such strategies to support community-based responses to AIDS need to be scaled up in other countries and communities. International support agencies, national and regional technical resource networks, and in-country development agencies and training institutions are key in this process.
