HIV/AIDS prevention in Chile: decentralization of responses.

ISSUES: local, decentralized and participative responses to HIV/AIDS in Chile's Regions: Inter-sectors social prevention plans.

DESCRIPTION: The actual epidemiological profile requires local context adequate, integral and sustainable responses at individual, group and social levels. 2000-2005 strategy develops design and implementation of decentralized and participative plans as response to HIV/AIDS; based on participation, association and coordination of individuals, community, government, non-government and private wills. Empowerment: plans are shared as product and as responsibility. Trust is a critical factor of achievement, as invention of future, accompaniment and evaluation of prevention plans. With this strategy, the National AIDS Commission has generated social sensibility, initiatives, topics, methodological learn processes with involvement of local organizations and social actors. Its outcome:13 strategic regional plans, 340 social organizations involved and 154 prevention projects in counseling, peer work with vulnerable population and social communication activities.

ISSUES: Answer of persons and institutions is possible: they get involved, develop learn and creative processes trough participation. The building of technical, administrative partners as local references, the strengthening of inter-sector networks, of preventive actions by target populations facilitates local gradual involvement with autonomy and sustainability. The need to allocate, from a central level, a technical and financial resources fund to facilitate empowerment and progressive autonomy.

RECOMMENDATIONS: Deepening, for mayor efficacy, of gradual decentralization of responses to HIV/SIDA. To maintain the accompaniment of the processes as a shared responsibility and collaboration between national, local associations and partner teams, instead of only monitoring. To promote local institutionalization of HIV/AIDS prevention, at health care and other social sectors.
