National Blood Council, Tegucigalpa MDC, Honduras
ISSUES: Since 1994, Honduras established the National Blood council (NBC), which has developed the overall strategies to provide safe blood. Supported by a specific law, has issued policies, regulations, and guides to develop and reinforce the national blood services.
DESCRIPTION: In 1998, began the organization of the National Committee for the Clinical Use of Blood (NCUB), at the same time that the national blood policies were issued by the government. Since then, the NBC/NCUB team has been working to achieve the national guides, and providing advise to the hospitals blood banks and clinical services.
ISSUES: The first draft of the guides, based on international standards (1998), was revised in 2000, adapted to the national context, in accordance to medical expertise and morbimortality criteria. Currently, the Ministry of Health (MOH) authorities are pending to approve the guides, meanwhile, training requisites and resources have been identified for effective implementation of the policies and guides, and a working plan is running including programs for training, monitory and evaluation, and a registry and audit system, in the transfusional and clinical services. To date, 4 hospitals have had training courses for clinicians, nurses, and blood bank technicians.
RECOMMENDATIONS: The MOH political level must validate the guides, in the meantime, the NCUB continues the implementation of the working plan.
