MEX-SIDA is an initiative integrated by NGO's working on HIV/AIDS and associations of people living with HIV of several regions of the country. We consider that this disease constitutes a public health and development problem with great social implications; therefore, our steps are based on citizenship surveillance of public policies held in Mexico. We promote an integral HIV-AIDS work including a continuos of services which go from prevention to attention of infected people as well as integration of responses oriented to diminish vulnerability between population exposed to a greater risk. We have been working and creating different technical and human rights aspects based on no-discrimination and diversity respect. Due to the convenience of following examples of other countries to obtain financing from the International Bank to develop specific highly effective programs for HIV prevention and improvement of HIV/AIDS integral attention as well as sexual transmitted infections, I present the project "HIV prevention on highly risk populations and with bigger vulnerability", sponsored by the World Bank. The project of the World Bank's loan was authorized in the year 2000 and it is about 20 million dollars to be carried out during a period of six years. The intervention projects will be developed in the 14 cities highly infected; that is to say those with an accumulated incidence bigger than 500 AIDS cases per million inhabitants or with more than 300 accumulated and notified cases. Nowadays this project constitutes a collaboration initiative between Health Ministry, AIDS National Program, Health Mexican Foundation, AIDS Regional Initiative for Latin America and The Caribbean and MEX-SIDA.
