ISSUES: Latinas/Hispanic women who are at risk for HIV/AIDS through male partners with incarceration experience.
DESCRIPTION: Center for Health Policy Development, Inc. (CHPD's) Project Capacity-building Alliance to Develop Effective Networks of Assistance (Project CADENA), funded through the Centers for Disease Control and Prevention (CDC), develops & implements regionally structured, integrated capacity-building assistance (CBA) systems through a local community council to sustain, improve & expand local HIV prevention services for racial/ethnic minority individuals whose behaviors place them at risk for acquiring or transmitting HIV & other sexually transmitted diseases in El Paso, Texas. CBA services include increasing community awareness, leadership, partnership, & support for the prevention of HIV/AIDS in the Latino community & developing collaborations within three major systems: Criminal Justice, Public Health & local Latino Community Based Organizations (CBO's). CHPD will replicate this model in Denver, Colorado in 2003.
ISSUES: On-going assessment of the knowledge, experience, skills, & readiness of the council members & community at large. On-going communication with the council through monthly conference calls, daily e-mails, & face-to-face meetings. Provide bilingual/bicultural information to the council & community at large on relevant topics within the three systems relating to HIV/AIDS. Involve the council members in implementing CBA services, such as serving on training committees, identifying local resources, & providing feedback on the process.
RECOMMENDATIONS: Based on assessments while providing CBA services, CHPD will provide an Intra-Systems training which will allow for each system to become knowledgeable on their own system. A Local HIV/AIDS Policy Forum will be held, which will allow for the development of Plans of Action to institutionalize the collaborative efforts made between the three systems.
