ISSUES: Surat city is a zero unemployment zone in western india. The city with its 28 lakh population is famous for its industries. It attracts young people from many parts of the country as migrant workers. Surat has been an important sea port in yesteryears and so there is defind Red Light Area (RLA) in the city. Current anecdotal evidence reveals that commercial sex activity is spreding outside RLA. About 1250 and 3000 sex workers are oprating in RLA and Non RLA. The young people uprooted from their families adopt new sexual habits.
DESCRIPTION: Surat Municipal Corporation (SMC) has developed a network and mangement system for effective targeted intervention. SMC as a nodal agency with a Project Coordination Office (PCO) has contracted 18 organizations. They are working with target groups such as men having sex with men, commercial sex workers, street children, prison inmates, migrants etc. They are working on 4 components: sexually transmitted disease identification and treatment, condom promotion, behaviour change communication, enabling environment. PCO is strengthening and manageing the SMC network by coordinating the organizations. PCO organizes training programme for cadres of staff of organizations e.g. communication and counselling skills, syndromic management etc. PCO arranges exposure visit to other organizations. PCO provides field based training to the organizations. It has developed Management Infromation System software helps in collecting data and monitoring activities. LESSONS LEARNT: PCO acts as shock absorbant. For effective HIV/AIDS control it is necessary to include all institutions. These institutions will need a managing agent to work effectively. Care and Support units are a must for HIV/AIDS patients. RECOMMENDATION: PCO's model can be applied in other nations to work effectively for HIV prevention. We need some modification to prepare national AIDS care policy to initiate more effectively to protect future generation from AIDS.
