ISSUE: Multisectoral strategies for addressing multiple causes

ISSUES: The complete model offers a conceptual framework for understanding hiv/aids in Mexico not simply as a public health issue with epidemiological implications, but rather from a perspective that addresses the multiple causes of HIV/AIDS. In other words, it proposes work on HIV/AIDS as an issue of governance, which obviously includes understanding HIV/AIDS as issue of public health, but also includes a great many other political factors, many issues of public policy, as well as a large number of social factors.
Hypothesis: At least in Mexico, the lack of participation, involvement and response to HIV/AIDS from different sectors and actors in public and private entities and civil society has been one of the principle problems. And one of the main reasons of the lack of participation and involvement is precisely that the issue of HIV/AIDS has been largely positioned and addressed as a public health issue, when it is really an issue of governance.
Descriptions and
RECOMMENDATIONS: It is a conceptual framework that forms a part of the policy project activities and the work carried out in coordination with national center for HIV/AIDS prevention and control (censida) of Mexico. The document seeking to help different actors and entities understand the problem in the different sectors of civil society and arenas of public and private activity in order to achieve a multi-sector response to the multiple causes of the pandemic. To achieve this, the author makes the following
RECOMMENDATIONS: to identify specific strategic responses for each sector and for each actor; the design of multisectoral strategic plans and actions towards changing public policy; and the creation of multisectoral groups for mobilizing human, material, financial and political resources that correspond to the size and characteristics of the pandemic in each state or province.
