The aids NGOs technical strengths inducing the public health policies.

ISSUES: Because of the way that AIDS affects several social values, this illness compels the organized civil society to search for more techniques in order to influence the creation of special public health policies. This doesn't happen with other illnesses.

DESCRIPTION: Associacao Lar Osasco has been developing, since 1999, technical, politic and financial sustainability projects. Besides the maintenance of the institution, the objective is to enable the HIV hostess drug users giving to participate in important discussion about public health policies. This way, these people, will be able to stand up for their rights inside politics councils (health, social assistance, scientific commissions). It will be possible to keep the social control in the three spheres of government: Federal, State and County, adjusting the public health policies with AIDS epidemic reality. Lessons Learned: With this methodology the assistance and treatment for the people who live with HIV/aids became more realist and less fatherly. Turning the HIV hostess into citizen responsible for the of its own destiny.

RECOMMENDATIONS: We believe that the implementation of technical training programs to enable a bigger number of people and more effective participation of HIV hostess in the politics instances, we will gather less utopist health public policies. We will take care of the real necessity of these citizens. We would like to highlight the necessity to include such conquests in our legal system, either through laws, of decrees or resolutions.
