DESCRIPTION: IEPAS is a NGO with a traditional insertion in the IDU civil movement in Brazil and since May of 2001, through a branch of lawyers, is providing assistance under request to avoid discrimination against drug users.
OBJECTIVE: The lawyers hired by IEPAS through out a popular proposition is trying to get a project of law approved that will provide a free public transport to people living with HIV treated by the Santos health services.
METHODOLOGY: IEPA hired a team of lawyers committed with the rights of drug users in partnership with some of the municipalities of the Santos Metropolitan Region in the State of Sao Paulo, Brazil. Those lawyers verified that is very hard for the patients to keep up with their treatment as they can't afford the transport. Now days, the only way to people living with HIV get a free transport is when they are on a really bad shape, compared with disable people. CONTEXTUALIZATION: Most part of the people living with HIV are now under life proper condition and that means that they can't access the health services. On the other hand the institution doesn't have any resources to go toward them. The consequences of the patients stop the treatment are the loses of the investments -as even the medicines that have to be used are new releases stronger, more expensive and are not available on the public services -, also they have to expend more money to treat other infections and, on the end, the death of the people their selves.
CONCLUSION: The cost of the free transport for people living with HIV is way less expensive than the treatment sponsored by the government as a nonstop and correct treatment is benefits for everyone.
