ISSUES: At June, 2001 the Brazilian Ministry of Health decentralized the brazilian NGO's projects funding, in six states of the federation. In Rio de Janeiro State this process was very difficult, because the structure of Health State Secretariat is not the same as the Brazilian Ministry of Health; being the Ministry more effective. Moreover, the most of the brazilian NGOs are in Rio de Janeiro State: 123 NGOs are registered in Health State Secretariat.
DESCRIPTION: At 2001, 76 projects were submitted for the funding selection process. 46 were approved by the Selection Committee. At 2002, 96 projects were submitted and 54 were approved.
LESSONS LEARNED: Most of the projects were developed in the metropolitan area of Rio de Janeiro City (36 at 2001 and 30 at 2002). In the other municipalities of Rio de Janeiro State, a few projects were developed. Distribution of the projects for target population: (at 2001): teenagers-11; women-11; poor people-7; Men who have sex with men (MSM)-5; People living with AIDS (PWA)-4; sex workers-4; confined populations-2; lesbians-1; media-1. (At 2002): women-16; poor people-15; teenagers-13; PWA-4; MSM-1; confined populations-3; sex workers-1; transvestites-1.
RECOMMENDATIONS: We observed a great concentration of projects in Rio de Janeiro City despite of the other 92 municipalities of the state. The same happened in the distribution by target population: the most of the projects were concentrated in poor people, women and teenagers, despite of MSM, sex workers and PWA. This lack of investment in MSM is worrying. It is necessary to promote and encourage a more democratic distribution of NGO's projects funding for geographical areas and target population in the future.
