ISSUES: The widespread impact of HIV/AIDS demands a multi-sectoral response which focuses on the continuum of care from prevention to palliative care. NGO sector has played a pivotal role in ensuring a multi-disciplinary approach to care in particularly in South Africa. However, the NGO sector needs capacity to better manage and effectively coordinate their programmes as well as to raise funds. Development Cooperation Ireland in South Africa has included organisation development as an approach to build capacity within its programme of support to South Africa.

METHODS: Over the last 3 years (2001-2003) DCI has committed about more than EUR 400,000 towards organisational development. 150 NGOs participate in Free State; 4 in Gauteng and 9 in KwaZulu-Natal. The OD in all three provinces is being managed by consultants who are using different approaches. These will be presented.

RESULTS: Although formal evaluation has not been conducted in all three provinces, however, mid-term reviews have been conducted in two provinces. The perceived benefits and challenges will be presented at the conference.

CONCLUSION: Through quarterly reports, this approach has been reported to be acceptable and practical. It also has potential to be replicated as best practices are being documented. Additionally, it could be adopted by other donor agencies, however, it might be perceived to be expensive to sustain.
