In 1994, the WHO Global Programme on AIDS introduced a set of ten prevention indicators to monitor HIV prevention programmes. Five year later, national AIDS programs are facing many more challenges in the field of monitoring and evaluation (M&E). There are more components of national AIDS programmes that need to be monitored and evaluated (including voluntary testing and counseling, mother to child transmission, blood safety, youth, care and support); there is greater diversity in types of epidemics across the glove that need different M&E approaches; and donors of AIDS interventions increasingly emphasize the need to demonstrate health impact. In this context the MEASURE Evaluation project, UNAIDS, WHO and USAID are coordinating a global initiative that attempts to improve M&E of national HIV prevention, AIDS care and STD control programs. It involves case studies in 13 developing countries to review M&E practices and use of the prevention indicators, multiple donor participation and participation from a range of disciplines and organizations. The goal is to develop better M&E systems within the countries and better coordination between donors and international organizations. A draft guide for M&E has been developed, a set of basic indicators has been proposed and new instruments are being field tested.
