He told a meeting of the National Committee for the control of AIDS that the 5.5 percent prevalence of HIV positive cases in 1997 is 10 times more than 1991. The situation has gone far beyond the 21 cases detected between 1987 and 1991, while the ministry registered 15,000 cases in 1998.
Men in uniform, professionals dealing with sex-related issues and security forces constitute the most affected group of people, Monekosso said.
The government admitted that emergency responses applied since 1986 in an effort to combat the scourge failed due to inappropriate coordination among the different actors and partners in the sector.
During the meeting, officials of the health ministry presented a draft proposal on new orientations of the national policy of control against AIDS.
One of the objectives is to bring about a better inter-sectoral collaboration, rationalisation and standardisation of strategies as well as harmonisation and complementary of interventions.
The government believes that this will bring about a reduction in the transmission of HIV.
To fight the disease, the authorities have lined up a series of prevention strategies by information, education, communication, transfusional security, the control of sexually transmitted diseases and tuberculosis, research, training of personnel.
Priority target populations include youths, housewives, working women and other groups of risky behavioural patterns.
"Each ministerial department involved should ensure that in its annual action plan of activities, there are components of AIDS control concerning its sector, thereby demonstrating its commitment in the implementation of this policy, especially through the national budget," according to the proposal.
In 1998 alone, 30 million CFA francs was allotted in the health ministry's budget for AIDS control programmes.
